2030年前碳達峰行動方案
為深入貫徹落實黨中(zhong)央、國務院關于(yu)碳(tan)(tan)達峰、碳(tan)(tan)中(zhong)和的(de)重大戰略決(jue)策,扎實推進碳(tan)(tan)達峰行(xing)動,制定本(ben)方案。
一(yi)、總體要求
(一)指(zhi)導思想。以習近平新時代中(zhong)(zhong)(zhong)國特色社會主義思想為指(zhi)導,全(quan)面貫徹(che)(che)黨的十九大和(he)十九屆二中(zhong)(zhong)(zhong)、三中(zhong)(zhong)(zhong)、四(si)中(zhong)(zhong)(zhong)、五(wu)中(zhong)(zhong)(zhong)全(quan)會精神,深入貫徹(che)(che)習近平生態文明(ming)(ming)思想,立(li)足新發(fa)展階段(duan),完整、準(zhun)確、全(quan)面貫徹(che)(che)新發(fa)展理念(nian)(nian),構建新發(fa)展格局(ju),堅(jian)持系(xi)統觀(guan)念(nian)(nian),處理好發(fa)展和(he)減排、整體(ti)(ti)和(he)局(ju)部、短期和(he)中(zhong)(zhong)(zhong)長(chang)期的關系(xi),統籌(chou)穩增(zeng)長(chang)和(he)調結構,把碳(tan)達(da)峰、碳(tan)中(zhong)(zhong)(zhong)和(he)納入經(jing)濟(ji)社會發(fa)展全(quan)局(ju),堅(jian)持“全(quan)國統籌(chou)、節約(yue)優先、雙輪驅動、內外暢通、防范風(feng)險”的總方針,有力(li)有序有效做好碳(tan)達(da)峰工(gong)作,明(ming)(ming)確各地區(qu)、各領域、各行業目標任務,加快實現生產生活(huo)方式綠色變革,推動經(jing)濟(ji)社會發(fa)展建立(li)在(zai)資源高效利(li)用(yong)和(he)綠色低碳(tan)發(fa)展的基(ji)礎之上,確保如期實現2030年前碳(tan)達(da)峰目標。
(二)工作原(yuan)則。
——總體(ti)部(bu)署(shu)、分類施(shi)策(ce)。堅持全(quan)國一盤棋,強化頂層(ceng)設計和各方統(tong)籌。各地區、各領(ling)域、各行業(ye)因地制宜、分類施(shi)策(ce),明確既符合自身實際又滿足(zu)總體(ti)要求的(de)目標(biao)任務。
——系統推進、重(zhong)點(dian)突破。全面(mian)準確認識碳達峰行動對經(jing)濟社會發展的(de)深遠影響,加(jia)強政策的(de)系統性、協同性。抓住主要(yao)矛盾(dun)和(he)矛盾(dun)的(de)主要(yao)方面(mian),推動重(zhong)點(dian)領域(yu)、重(zhong)點(dian)行業和(he)有(you)條(tiao)件的(de)地方率先達峰。
——雙輪(lun)驅動、兩(liang)手發力。更好發揮政府作用(yong),構建新型(xing)舉國體制,充分發揮市場機(ji)制作用(yong),大力推進綠色低碳科技(ji)創新,深(shen)化能源和相關領域改革,形成(cheng)有(you)效(xiao)激勵約束(shu)機(ji)制。
——穩(wen)妥(tuo)有序(xu)、安全降碳(tan)(tan)。立(li)足我國富煤貧油少氣的(de)(de)能(neng)源(yuan)(yuan)資源(yuan)(yuan)稟(bing)賦(fu),堅持(chi)先立(li)后破,穩(wen)住存量,拓展(zhan)增量,以(yi)保障國家能(neng)源(yuan)(yuan)安全和經(jing)濟發展(zhan)為(wei)底線(xian),爭取時間實(shi)現新能(neng)源(yuan)(yuan)的(de)(de)逐漸替代,推動能(neng)源(yuan)(yuan)低碳(tan)(tan)轉型平穩(wen)過渡,切實(shi)保障國家能(neng)源(yuan)(yuan)安全、產業鏈(lian)供應(ying)鏈(lian)安全、糧食安全和群眾正常生產生活,著力化(hua)解各類(lei)風險隱患,防止過度反(fan)應(ying),穩(wen)妥(tuo)有序(xu)、循序(xu)漸進(jin)推進(jin)碳(tan)(tan)達峰行動,確保安全降碳(tan)(tan)。
二、主要(yao)目標
“十四(si)五”期間,產(chan)業結構(gou)和能源結構(gou)調整優化取得(de)明顯進展,重點行(xing)業能源利(li)用效率大幅提升(sheng),煤炭消(xiao)費增長得(de)到嚴格控制,新型(xing)電力(li)系統(tong)加快(kuai)構(gou)建,綠色(se)低(di)碳(tan)(tan)(tan)技術研(yan)發(fa)和推廣應用取得(de)新進展,綠色(se)生(sheng)產(chan)生(sheng)活方(fang)式得(de)到普遍推行(xing),有利(li)于綠色(se)低(di)碳(tan)(tan)(tan)循環發(fa)展的政策(ce)體系進一步完善(shan)。到2025年(nian),非化石能源消(xiao)費比(bi)重達(da)(da)到20%左右,單位國內生(sheng)產(chan)總(zong)值(zhi)能源消(xiao)耗比(bi)2020年(nian)下(xia)降13.5%,單位國內生(sheng)產(chan)總(zong)值(zhi)二氧化碳(tan)(tan)(tan)排放比(bi)2020年(nian)下(xia)降18%,為實現碳(tan)(tan)(tan)達(da)(da)峰奠定堅實基礎(chu)。
“十五(wu)五(wu)”期間,產(chan)業(ye)結(jie)構調整取得重(zhong)大進(jin)展(zhan),清潔低(di)碳(tan)安全(quan)高效的能(neng)源(yuan)體(ti)系(xi)初步(bu)建立,重(zhong)點領域低(di)碳(tan)發(fa)展(zhan)模式(shi)基(ji)本(ben)形成(cheng),重(zhong)點耗能(neng)行業(ye)能(neng)源(yuan)利(li)用效率達到(dao)國際(ji)先進(jin)水平,非化石(shi)能(neng)源(yuan)消(xiao)費(fei)比(bi)重(zhong)進(jin)一(yi)步(bu)提高,煤炭消(xiao)費(fei)逐步(bu)減(jian)少,綠色低(di)碳(tan)技術取得關鍵突破,綠色生活方式(shi)成(cheng)為公眾自(zi)覺選擇,綠色低(di)碳(tan)循(xun)環發(fa)展(zhan)政策體(ti)系(xi)基(ji)本(ben)健全(quan)。到(dao)2030年,非化石(shi)能(neng)源(yuan)消(xiao)費(fei)比(bi)重(zhong)達到(dao)25%左右,單(dan)位國內生產(chan)總值二氧化碳(tan)排放(fang)比(bi)2005年下降65%以(yi)上,順利(li)實現2030年前碳(tan)達峰目標。
三、重點任務
將碳(tan)(tan)達峰(feng)(feng)(feng)貫(guan)穿于經(jing)濟社會發(fa)展(zhan)全過程和各方面(mian),重點實施能(neng)源綠(lv)色低碳(tan)(tan)轉型行(xing)(xing)(xing)(xing)動(dong)(dong)、節(jie)能(neng)降碳(tan)(tan)增效行(xing)(xing)(xing)(xing)動(dong)(dong)、工業(ye)領域碳(tan)(tan)達峰(feng)(feng)(feng)行(xing)(xing)(xing)(xing)動(dong)(dong)、城鄉建(jian)設(she)碳(tan)(tan)達峰(feng)(feng)(feng)行(xing)(xing)(xing)(xing)動(dong)(dong)、交通運輸綠(lv)色低碳(tan)(tan)行(xing)(xing)(xing)(xing)動(dong)(dong)、循環經(jing)濟助力降碳(tan)(tan)行(xing)(xing)(xing)(xing)動(dong)(dong)、綠(lv)色低碳(tan)(tan)科技創新行(xing)(xing)(xing)(xing)動(dong)(dong)、碳(tan)(tan)匯能(neng)力鞏(gong)固提升行(xing)(xing)(xing)(xing)動(dong)(dong)、綠(lv)色低碳(tan)(tan)全民(min)行(xing)(xing)(xing)(xing)動(dong)(dong)、各地區梯次有序碳(tan)(tan)達峰(feng)(feng)(feng)行(xing)(xing)(xing)(xing)動(dong)(dong)等“碳(tan)(tan)達峰(feng)(feng)(feng)十大行(xing)(xing)(xing)(xing)動(dong)(dong)”。
(一(yi))能源綠色低碳轉型(xing)行動(dong)。
能(neng)源(yuan)是(shi)經濟社會(hui)發展(zhan)的重要物質基礎,也是(shi)碳排(pai)放的最主要來源(yuan)。要堅(jian)持(chi)安全降碳,在保障(zhang)能(neng)源(yuan)安全的前提下,大力實(shi)施可再生能(neng)源(yuan)替代,加(jia)快構(gou)建清潔低碳安全高效的能(neng)源(yuan)體(ti)系(xi)。
1.推(tui)(tui)進煤(mei)炭消(xiao)費(fei)替代(dai)和(he)轉型升級。加(jia)快(kuai)煤(mei)炭減(jian)量步伐,“十(shi)(shi)四五”時(shi)期(qi)嚴格合(he)理控(kong)制煤(mei)炭消(xiao)費(fei)增長,“十(shi)(shi)五五”時(shi)期(qi)逐步減(jian)少(shao)。嚴格控(kong)制新增煤(mei)電項目,新建(jian)機組(zu)煤(mei)耗標(biao)準達(da)到國際先進水(shui)平,有序(xu)淘汰煤(mei)電落后產能,加(jia)快(kuai)現役機組(zu)節(jie)(jie)能升級和(he)靈活(huo)性(xing)(xing)(xing)改(gai)造(zao),積極(ji)(ji)推(tui)(tui)進供熱改(gai)造(zao),推(tui)(tui)動(dong)煤(mei)電向(xiang)基礎保障(zhang)性(xing)(xing)(xing)和(he)系統調節(jie)(jie)性(xing)(xing)(xing)電源(yuan)并重轉型。嚴控(kong)跨區外送可(ke)再生能源(yuan)電力配套煤(mei)電規模,新建(jian)通(tong)道(dao)可(ke)再生能源(yuan)電量比(bi)例原(yuan)則上不低于50%。推(tui)(tui)動(dong)重點(dian)用(yong)煤(mei)行業減(jian)煤(mei)限煤(mei)。大力推(tui)(tui)動(dong)煤(mei)炭清潔利用(yong),合(he)理劃(hua)定禁止(zhi)散燒(shao)區域,多措并舉、積極(ji)(ji)有序(xu)推(tui)(tui)進散煤(mei)替代(dai),逐步減(jian)少(shao)直至禁止(zhi)煤(mei)炭散燒(shao)。
2.大(da)力(li)(li)發(fa)(fa)(fa)(fa)展(zhan)新(xin)(xin)能(neng)(neng)源(yuan)。全面推(tui)(tui)進(jin)風電(dian)(dian)(dian)(dian)、太陽能(neng)(neng)發(fa)(fa)(fa)(fa)電(dian)(dian)(dian)(dian)大(da)規(gui)模開(kai)發(fa)(fa)(fa)(fa)和高質(zhi)量發(fa)(fa)(fa)(fa)展(zhan),堅持集中式與(yu)分布式并舉(ju),加快(kuai)(kuai)建設(she)風電(dian)(dian)(dian)(dian)和光(guang)伏(fu)(fu)(fu)發(fa)(fa)(fa)(fa)電(dian)(dian)(dian)(dian)基地。加快(kuai)(kuai)智(zhi)能(neng)(neng)光(guang)伏(fu)(fu)(fu)產(chan)業創新(xin)(xin)升(sheng)級和特(te)色應用(yong),創新(xin)(xin)“光(guang)伏(fu)(fu)(fu) ”模式,推(tui)(tui)進(jin)光(guang)伏(fu)(fu)(fu)發(fa)(fa)(fa)(fa)電(dian)(dian)(dian)(dian)多元布局。堅持陸海并重(zhong),推(tui)(tui)動(dong)風電(dian)(dian)(dian)(dian)協調(diao)快(kuai)(kuai)速發(fa)(fa)(fa)(fa)展(zhan),完善海上(shang)風電(dian)(dian)(dian)(dian)產(chan)業鏈,鼓勵建設(she)海上(shang)風電(dian)(dian)(dian)(dian)基地。積極(ji)發(fa)(fa)(fa)(fa)展(zhan)太陽能(neng)(neng)光(guang)熱(re)發(fa)(fa)(fa)(fa)電(dian)(dian)(dian)(dian),推(tui)(tui)動(dong)建立光(guang)熱(re)發(fa)(fa)(fa)(fa)電(dian)(dian)(dian)(dian)與(yu)光(guang)伏(fu)(fu)(fu)發(fa)(fa)(fa)(fa)電(dian)(dian)(dian)(dian)、風電(dian)(dian)(dian)(dian)互(hu)補調(diao)節的風光(guang)熱(re)綜合(he)可(ke)再(zai)生(sheng)能(neng)(neng)源(yuan)發(fa)(fa)(fa)(fa)電(dian)(dian)(dian)(dian)基地。因地制宜發(fa)(fa)(fa)(fa)展(zhan)生(sheng)物(wu)質(zhi)發(fa)(fa)(fa)(fa)電(dian)(dian)(dian)(dian)、生(sheng)物(wu)質(zhi)能(neng)(neng)清潔(jie)供暖和生(sheng)物(wu)天(tian)然氣。探(tan)索深化地熱(re)能(neng)(neng)以(yi)及波浪(lang)能(neng)(neng)、潮流(liu)能(neng)(neng)、溫差能(neng)(neng)等海洋(yang)新(xin)(xin)能(neng)(neng)源(yuan)開(kai)發(fa)(fa)(fa)(fa)利(li)用(yong)。進(jin)一步(bu)完善可(ke)再(zai)生(sheng)能(neng)(neng)源(yuan)電(dian)(dian)(dian)(dian)力(li)(li)消納保(bao)障機(ji)制。到2030年,風電(dian)(dian)(dian)(dian)、太陽能(neng)(neng)發(fa)(fa)(fa)(fa)電(dian)(dian)(dian)(dian)總裝機(ji)容量達到12億千瓦以(yi)上(shang)。
3.因(yin)地(di)(di)制宜開發(fa)(fa)水(shui)(shui)電(dian)(dian)。積極推進水(shui)(shui)電(dian)(dian)基地(di)(di)建設,推動(dong)金沙江上(shang)(shang)游、瀾滄(cang)江上(shang)(shang)游、雅(ya)礱(long)江中游、黃河(he)上(shang)(shang)游等已納入規劃(hua)、符合生態保(bao)護(hu)要(yao)求的(de)水(shui)(shui)電(dian)(dian)項目開工(gong)建設,推進雅(ya)魯(lu)藏布江下(xia)游水(shui)(shui)電(dian)(dian)開發(fa)(fa),推動(dong)小水(shui)(shui)電(dian)(dian)綠色發(fa)(fa)展。推動(dong)西南地(di)(di)區(qu)水(shui)(shui)電(dian)(dian)與風電(dian)(dian)、太陽能發(fa)(fa)電(dian)(dian)協同互補。統籌水(shui)(shui)電(dian)(dian)開發(fa)(fa)和生態保(bao)護(hu),探(tan)索建立水(shui)(shui)能資源開發(fa)(fa)生態保(bao)護(hu)補償(chang)機制。“十四五”、“十五五”期間分別新增水(shui)(shui)電(dian)(dian)裝機容量(liang)4000萬千瓦(wa)左右,西南地(di)(di)區(qu)以水(shui)(shui)電(dian)(dian)為主的(de)可再生能源體(ti)系基本(ben)建立。
4.積(ji)極安全(quan)(quan)有(you)序發(fa)展(zhan)(zhan)核(he)電(dian)(dian)。合(he)理確定核(he)電(dian)(dian)站布(bu)局和開(kai)(kai)發(fa)時(shi)序,在確保安全(quan)(quan)的前提(ti)下(xia)有(you)序發(fa)展(zhan)(zhan)核(he)電(dian)(dian),保持平(ping)穩建(jian)設節奏。積(ji)極推(tui)動(dong)高溫(wen)氣(qi)冷堆(dui)、快堆(dui)、模塊化小(xiao)型(xing)堆(dui)、海(hai)上浮動(dong)堆(dui)等先進堆(dui)型(xing)示范工程,開(kai)(kai)展(zhan)(zhan)核(he)能(neng)綜(zong)合(he)利用示范。加(jia)大核(he)電(dian)(dian)標準(zhun)化、自(zi)主化力度,加(jia)快關鍵技術裝(zhuang)備攻(gong)關,培育高端核(he)電(dian)(dian)裝(zhuang)備制造(zao)產(chan)業集群。實行(xing)最(zui)嚴格(ge)的安全(quan)(quan)標準(zhun)和最(zui)嚴格(ge)的監管(guan),持續提(ti)升核(he)安全(quan)(quan)監管(guan)能(neng)力。
5.合理調控(kong)油(you)氣消費(fei)。保持石油(you)消費(fei)處于合理區間,逐步調整汽(qi)油(you)消費(fei)規模(mo)(mo),大力(li)推(tui)進先進生(sheng)物液(ye)體燃(ran)(ran)(ran)料、可持續航空燃(ran)(ran)(ran)料等替代傳統燃(ran)(ran)(ran)油(you),提升(sheng)終端(duan)燃(ran)(ran)(ran)油(you)產(chan)品(pin)能效。加快推(tui)進頁巖氣、煤層氣、致(zhi)密油(you)(氣)等非常規油(you)氣資源(yuan)規模(mo)(mo)化(hua)(hua)開發(fa)。有序引導天(tian)(tian)然氣消費(fei),優化(hua)(hua)利用(yong)(yong)(yong)結構,優先保障民生(sheng)用(yong)(yong)(yong)氣,大力(li)推(tui)動天(tian)(tian)然氣與多種能源(yuan)融(rong)合發(fa)展(zhan),因地制(zhi)宜建設天(tian)(tian)然氣調峰電站,合理引導工業用(yong)(yong)(yong)氣和化(hua)(hua)工原料用(yong)(yong)(yong)氣。支(zhi)持車船使用(yong)(yong)(yong)液(ye)化(hua)(hua)天(tian)(tian)然氣作為燃(ran)(ran)(ran)料。
6.加(jia)快(kuai)建設新(xin)型(xing)電(dian)(dian)(dian)(dian)(dian)(dian)(dian)(dian)力(li)系(xi)統(tong)。構(gou)建新(xin)能(neng)(neng)源(yuan)(yuan)(yuan)占比逐(zhu)漸提(ti)高的(de)新(xin)型(xing)電(dian)(dian)(dian)(dian)(dian)(dian)(dian)(dian)力(li)系(xi)統(tong),推(tui)(tui)動清潔電(dian)(dian)(dian)(dian)(dian)(dian)(dian)(dian)力(li)資源(yuan)(yuan)(yuan)大范(fan)圍優化配(pei)置。大力(li)提(ti)升(sheng)電(dian)(dian)(dian)(dian)(dian)(dian)(dian)(dian)力(li)系(xi)統(tong)綜合(he)調節(jie)能(neng)(neng)力(li),加(jia)快(kuai)靈活(huo)調節(jie)電(dian)(dian)(dian)(dian)(dian)(dian)(dian)(dian)源(yuan)(yuan)(yuan)建設,引(yin)導自備電(dian)(dian)(dian)(dian)(dian)(dian)(dian)(dian)廠、傳統(tong)高載能(neng)(neng)工業(ye)負(fu)(fu)荷(he)、工商業(ye)可(ke)中斷負(fu)(fu)荷(he)、電(dian)(dian)(dian)(dian)(dian)(dian)(dian)(dian)動汽(qi)車充(chong)電(dian)(dian)(dian)(dian)(dian)(dian)(dian)(dian)網(wang)(wang)絡、虛擬(ni)電(dian)(dian)(dian)(dian)(dian)(dian)(dian)(dian)廠等參與(yu)系(xi)統(tong)調節(jie),建設堅強智能(neng)(neng)電(dian)(dian)(dian)(dian)(dian)(dian)(dian)(dian)網(wang)(wang),提(ti)升(sheng)電(dian)(dian)(dian)(dian)(dian)(dian)(dian)(dian)網(wang)(wang)安全(quan)保障水平。積極發展“新(xin)能(neng)(neng)源(yuan)(yuan)(yuan) 儲(chu)(chu)(chu)能(neng)(neng)”、源(yuan)(yuan)(yuan)網(wang)(wang)荷(he)儲(chu)(chu)(chu)一(yi)體化和多能(neng)(neng)互(hu)補,支(zhi)持(chi)分(fen)布式新(xin)能(neng)(neng)源(yuan)(yuan)(yuan)合(he)理(li)配(pei)置儲(chu)(chu)(chu)能(neng)(neng)系(xi)統(tong)。制定(ding)新(xin)一(yi)輪抽水蓄(xu)能(neng)(neng)電(dian)(dian)(dian)(dian)(dian)(dian)(dian)(dian)站(zhan)中長期(qi)發展規劃(hua),完善促進抽水蓄(xu)能(neng)(neng)發展的(de)政策機(ji)制。加(jia)快(kuai)新(xin)型(xing)儲(chu)(chu)(chu)能(neng)(neng)示范(fan)推(tui)(tui)廣應用。深化電(dian)(dian)(dian)(dian)(dian)(dian)(dian)(dian)力(li)體制改革,加(jia)快(kuai)構(gou)建全(quan)國統(tong)一(yi)電(dian)(dian)(dian)(dian)(dian)(dian)(dian)(dian)力(li)市(shi)場體系(xi)。到(dao)2025年(nian),新(xin)型(xing)儲(chu)(chu)(chu)能(neng)(neng)裝機(ji)容量達到(dao)3000萬千(qian)(qian)瓦以上(shang)。到(dao)2030年(nian),抽水蓄(xu)能(neng)(neng)電(dian)(dian)(dian)(dian)(dian)(dian)(dian)(dian)站(zhan)裝機(ji)容量達到(dao)1.2億千(qian)(qian)瓦左右,省級電(dian)(dian)(dian)(dian)(dian)(dian)(dian)(dian)網(wang)(wang)基本具備5%以上(shang)的(de)尖(jian)峰(feng)負(fu)(fu)荷(he)響應能(neng)(neng)力(li)。
(二(er))節(jie)能降碳增效行動(dong)。
落實節(jie)(jie)約(yue)優先方針,完(wan)善能源(yuan)消費強度和總量雙控(kong)制度,嚴格控(kong)制能耗(hao)強度,合理控(kong)制能源(yuan)消費總量,推動能源(yuan)消費革命(ming),建設能源(yuan)節(jie)(jie)約(yue)型社(she)會(hui)。
1.全面提(ti)升(sheng)節(jie)能(neng)(neng)管(guan)理能(neng)(neng)力。推(tui)行用(yong)(yong)能(neng)(neng)預算(suan)管(guan)理,強化固定資產(chan)投資項目節(jie)能(neng)(neng)審查(cha),對項目用(yong)(yong)能(neng)(neng)和碳排放情況進(jin)行綜(zong)合評價(jia),從源頭推(tui)進(jin)節(jie)能(neng)(neng)降碳。提(ti)高節(jie)能(neng)(neng)管(guan)理信息化水平(ping),完善重點(dian)用(yong)(yong)能(neng)(neng)單位(wei)能(neng)(neng)耗在線監測系統,建(jian)立全國性、行業(ye)性節(jie)能(neng)(neng)技術推(tui)廣服(fu)務平(ping)臺,推(tui)動高耗能(neng)(neng)企業(ye)建(jian)立能(neng)(neng)源管(guan)理中心。完善能(neng)(neng)源計量體系,鼓勵采(cai)用(yong)(yong)認證手段(duan)提(ti)升(sheng)節(jie)能(neng)(neng)管(guan)理水平(ping)。加強節(jie)能(neng)(neng)監察(cha)(cha)能(neng)(neng)力建(jian)設,健(jian)全省、市、縣三級節(jie)能(neng)(neng)監察(cha)(cha)體系,建(jian)立跨(kua)部門聯動機制,綜(zong)合運用(yong)(yong)行政(zheng)處罰、信用(yong)(yong)監管(guan)、綠(lv)色(se)電價(jia)等(deng)手段(duan),增(zeng)強節(jie)能(neng)(neng)監察(cha)(cha)約束力。

3.推(tui)進重(zhong)點用(yong)能(neng)設(she)備(bei)節能(neng)增效。以電機(ji)(ji)、風機(ji)(ji)、泵、壓縮機(ji)(ji)、變(bian)壓器、換熱器、工(gong)業鍋爐等(deng)設(she)備(bei)為重(zhong)點,全(quan)面(mian)提升能(neng)效標準。建立以能(neng)效為導向的激(ji)勵約束機(ji)(ji)制,推(tui)廣先進高效產品設(she)備(bei),加快淘汰(tai)落后低效設(she)備(bei)。加強重(zhong)點用(yong)能(neng)設(she)備(bei)節能(neng)審查和日常監管(guan)(guan),強化生產、經營(ying)、銷售、使用(yong)、報(bao)廢(fei)全(quan)鏈條管(guan)(guan)理,嚴(yan)厲(li)打擊違法(fa)違規行為,確保(bao)能(neng)效標準和節能(neng)要求全(quan)面(mian)落實。
4.加強(qiang)新(xin)型基(ji)礎(chu)設(she)(she)(she)施(shi)(shi)(shi)(shi)節能(neng)(neng)降碳。優化新(xin)型基(ji)礎(chu)設(she)(she)(she)施(shi)(shi)(shi)(shi)空間布(bu)局,統籌謀劃、科學配置數(shu)據(ju)中心(xin)(xin)等(deng)(deng)(deng)新(xin)型基(ji)礎(chu)設(she)(she)(she)施(shi)(shi)(shi)(shi),避免(mian)低水(shui)(shui)平(ping)重(zhong)復建設(she)(she)(she)。優化新(xin)型基(ji)礎(chu)設(she)(she)(she)施(shi)(shi)(shi)(shi)用(yong)能(neng)(neng)結構,采用(yong)直流供(gong)電、分(fen)布(bu)式儲能(neng)(neng)、“光伏 儲能(neng)(neng)”等(deng)(deng)(deng)模式,探索多樣(yang)化能(neng)(neng)源(yuan)供(gong)應,提高非化石能(neng)(neng)源(yuan)消費比重(zhong)。對(dui)標(biao)國際先進水(shui)(shui)平(ping),加快完(wan)善(shan)通信、運算、存儲、傳輸等(deng)(deng)(deng)設(she)(she)(she)備(bei)能(neng)(neng)效標(biao)準,提升準入門(men)檻,淘汰(tai)落后(hou)設(she)(she)(she)備(bei)和技術。加強(qiang)新(xin)型基(ji)礎(chu)設(she)(she)(she)施(shi)(shi)(shi)(shi)用(yong)能(neng)(neng)管理,將年(nian)綜合能(neng)(neng)耗超過(guo)1萬噸(dun)標(biao)準煤的(de)數(shu)據(ju)中心(xin)(xin)全部納入重(zhong)點用(yong)能(neng)(neng)單位能(neng)(neng)耗在線監測(ce)系(xi)統,開(kai)展能(neng)(neng)源(yuan)計(ji)量審查。推動既有設(she)(she)(she)施(shi)(shi)(shi)(shi)綠色升級改造,積極推廣使用(yong)高效制(zhi)冷、先進通風、余(yu)熱利用(yong)、智能(neng)(neng)化用(yong)能(neng)(neng)控(kong)制(zhi)等(deng)(deng)(deng)技術,提高設(she)(she)(she)施(shi)(shi)(shi)(shi)能(neng)(neng)效水(shui)(shui)平(ping)。
(三)工業領域碳達峰行動(dong)。
工業是產生碳(tan)(tan)排(pai)放(fang)的主(zhu)要(yao)領(ling)域之一,對全國整體實現碳(tan)(tan)達峰具有重要(yao)影(ying)響(xiang)。工業領(ling)域要(yao)加快綠色低碳(tan)(tan)轉型和高質(zhi)量(liang)發展,力爭(zheng)率先實現碳(tan)(tan)達峰。
1.推動工(gong)(gong)業領域綠色低(di)碳發展(zhan)。優化(hua)產業結(jie)構,加快退出(chu)落后產能,大(da)力(li)發展(zhan)戰略性(xing)新(xin)興(xing)產業,加快傳統產業綠色低(di)碳改造。促(cu)進(jin)工(gong)(gong)業能源消費低(di)碳化(hua),推動化(hua)石(shi)能源清潔高效(xiao)利用,提高可再生能源應用比重,加強電力(li)需求側管理(li),提升工(gong)(gong)業電氣化(hua)水平。深入實施綠色制(zhi)造工(gong)(gong)程,大(da)力(li)推行(xing)綠色設計(ji),完善綠色制(zhi)造體系,建(jian)設綠色工(gong)(gong)廠和綠色工(gong)(gong)業園區。推進(jin)工(gong)(gong)業領域數字化(hua)智(zhi)能化(hua)綠色化(hua)融合發展(zhan),加強重點行(xing)業和領域技(ji)術改造。
2.推(tui)動(dong)鋼(gang)鐵行(xing)(xing)業碳達峰(feng)。深化(hua)(hua)鋼(gang)鐵行(xing)(xing)業供給(gei)側結(jie)構(gou)性改革(ge),嚴格執行(xing)(xing)產(chan)能(neng)置換,嚴禁新增產(chan)能(neng),推(tui)進(jin)(jin)存量優(you)化(hua)(hua),淘汰落后產(chan)能(neng)。推(tui)進(jin)(jin)鋼(gang)鐵企業跨(kua)地(di)區、跨(kua)所有制兼(jian)并重組,提(ti)(ti)高行(xing)(xing)業集中度(du)。優(you)化(hua)(hua)生產(chan)力(li)布局,以京津(jin)冀及周邊地(di)區為重點,繼續壓減鋼(gang)鐵產(chan)能(neng)。促進(jin)(jin)鋼(gang)鐵行(xing)(xing)業結(jie)構(gou)優(you)化(hua)(hua)和(he)清潔能(neng)源替(ti)代,大力(li)推(tui)進(jin)(jin)非高爐(lu)(lu)煉鐵技術示范(fan)(fan),提(ti)(ti)升廢鋼(gang)資源回收利(li)用(yong)水平(ping),推(tui)行(xing)(xing)全廢鋼(gang)電(dian)爐(lu)(lu)工藝(yi)。推(tui)廣先進(jin)(jin)適(shi)用(yong)技術,深挖節能(neng)降碳潛(qian)力(li),鼓勵鋼(gang)化(hua)(hua)聯產(chan),探索開(kai)展氫(qing)冶(ye)金、二氧化(hua)(hua)碳捕集利(li)用(yong)一體化(hua)(hua)等試點示范(fan)(fan),推(tui)動(dong)低品位余(yu)熱供暖發(fa)展。
3.推動有(you)色(se)金(jin)屬(shu)(shu)行業(ye)碳達峰。鞏(gong)固化解電解鋁過剩(sheng)產(chan)能(neng)成果,嚴格(ge)執行產(chan)能(neng)置換(huan),嚴控新(xin)增(zeng)產(chan)能(neng)。推進清潔能(neng)源替代,提(ti)高(gao)水(shui)電、風電、太陽能(neng)發(fa)電等應用(yong)比重。加快再生(sheng)(sheng)有(you)色(se)金(jin)屬(shu)(shu)產(chan)業(ye)發(fa)展,完善廢棄有(you)色(se)金(jin)屬(shu)(shu)資源回收(shou)、分(fen)選和(he)加工網絡(luo),提(ti)高(gao)再生(sheng)(sheng)有(you)色(se)金(jin)屬(shu)(shu)產(chan)量。加快推廣(guang)應用(yong)先進適用(yong)綠(lv)色(se)低碳技(ji)術,提(ti)升有(you)色(se)金(jin)屬(shu)(shu)生(sheng)(sheng)產(chan)過程余熱回收(shou)水(shui)平,推動單位產(chan)品能(neng)耗持續下降。
4.推(tui)(tui)動建材(cai)行(xing)業碳(tan)(tan)達峰。加強(qiang)產能(neng)(neng)(neng)置換監管(guan),加快(kuai)(kuai)低(di)效產能(neng)(neng)(neng)退出,嚴禁新(xin)增水(shui)(shui)泥(ni)熟料、平板玻璃產能(neng)(neng)(neng),引導建材(cai)行(xing)業向輕型化、集約化、制(zhi)品化轉(zhuan)型。推(tui)(tui)動水(shui)(shui)泥(ni)錯峰生產常態化,合理縮(suo)短水(shui)(shui)泥(ni)熟料裝(zhuang)置運(yun)轉(zhuan)時間(jian)。因地制(zhi)宜利用風能(neng)(neng)(neng)、太(tai)陽能(neng)(neng)(neng)等可再(zai)生能(neng)(neng)(neng)源(yuan)(yuan),逐(zhu)步(bu)提高(gao)電力、天然氣應(ying)(ying)用比重。鼓(gu)勵(li)建材(cai)企業使用粉煤灰(hui)、工業廢渣(zha)、尾礦(kuang)渣(zha)等作為(wei)原料或水(shui)(shui)泥(ni)混(hun)(hun)合材(cai)。加快(kuai)(kuai)推(tui)(tui)進(jin)綠色建材(cai)產品認證(zheng)和應(ying)(ying)用推(tui)(tui)廣,加強(qiang)新(xin)型膠凝材(cai)料、低(di)碳(tan)(tan)混(hun)(hun)凝土、木竹建材(cai)等低(di)碳(tan)(tan)建材(cai)產品研發應(ying)(ying)用。推(tui)(tui)廣節能(neng)(neng)(neng)技術設備,開展能(neng)(neng)(neng)源(yuan)(yuan)管(guan)理體(ti)系建設,實現節能(neng)(neng)(neng)增效。
5.推(tui)(tui)動石(shi)(shi)化(hua)(hua)(hua)(hua)化(hua)(hua)(hua)(hua)工(gong)行業(ye)(ye)碳達峰。優化(hua)(hua)(hua)(hua)產能(neng)(neng)(neng)規模(mo)和布(bu)局,加(jia)大落后產能(neng)(neng)(neng)淘(tao)汰力度,有(you)效(xiao)化(hua)(hua)(hua)(hua)解(jie)結(jie)構性過剩矛(mao)盾。嚴(yan)(yan)格項目(mu)準入,合理安(an)排建(jian)設時序,嚴(yan)(yan)控(kong)新增(zeng)煉油和傳統煤(mei)(mei)(mei)化(hua)(hua)(hua)(hua)工(gong)生產能(neng)(neng)(neng)力,穩妥有(you)序發(fa)展現代煤(mei)(mei)(mei)化(hua)(hua)(hua)(hua)工(gong)。引導企業(ye)(ye)轉變用能(neng)(neng)(neng)方(fang)式,鼓勵(li)以(yi)電力、天然氣等替代煤(mei)(mei)(mei)炭(tan)。調(diao)整原料(liao)(liao)(liao)結(jie)構,控(kong)制新增(zeng)原料(liao)(liao)(liao)用煤(mei)(mei)(mei),拓展富氫原料(liao)(liao)(liao)進口(kou)來源,推(tui)(tui)動石(shi)(shi)化(hua)(hua)(hua)(hua)化(hua)(hua)(hua)(hua)工(gong)原料(liao)(liao)(liao)輕質化(hua)(hua)(hua)(hua)。優化(hua)(hua)(hua)(hua)產品結(jie)構,促進石(shi)(shi)化(hua)(hua)(hua)(hua)化(hua)(hua)(hua)(hua)工(gong)與煤(mei)(mei)(mei)炭(tan)開采、冶金(jin)、建(jian)材(cai)、化(hua)(hua)(hua)(hua)纖(xian)等產業(ye)(ye)協同發(fa)展,加(jia)強煉廠干氣、液化(hua)(hua)(hua)(hua)氣等副產氣體高(gao)效(xiao)利用。鼓勵(li)企業(ye)(ye)節能(neng)(neng)(neng)升級改造,推(tui)(tui)動能(neng)(neng)(neng)量(liang)梯級利用、物料(liao)(liao)(liao)循環利用。到2025年,國內原油一次加(jia)工(gong)能(neng)(neng)(neng)力控(kong)制在10億噸以(yi)內,主要(yao)產品產能(neng)(neng)(neng)利用率提升至(zhi)80%以(yi)上。
6.堅決遏(e)制“兩高”項(xiang)目(mu)(mu)(mu)盲目(mu)(mu)(mu)發展。采取強有(you)力(li)措施,對(dui)“兩高”項(xiang)目(mu)(mu)(mu)實(shi)行(xing)(xing)清單(dan)管(guan)理、分(fen)類處置、動(dong)態監(jian)控。全面排查在建(jian)項(xiang)目(mu)(mu)(mu),對(dui)能(neng)(neng)(neng)效水(shui)(shui)平(ping)低(di)于本行(xing)(xing)業(ye)能(neng)(neng)(neng)耗(hao)限額(e)準入值的(de)(de),按(an)有(you)關規定停工整改(gai),推動(dong)能(neng)(neng)(neng)效水(shui)(shui)平(ping)應(ying)提盡提,力(li)爭全面達到(dao)國(guo)內乃至國(guo)際先(xian)進(jin)水(shui)(shui)平(ping)。科學(xue)評估擬建(jian)項(xiang)目(mu)(mu)(mu),對(dui)產(chan)(chan)能(neng)(neng)(neng)已飽(bao)和(he)的(de)(de)行(xing)(xing)業(ye),按(an)照“減量替代”原則壓減產(chan)(chan)能(neng)(neng)(neng);對(dui)產(chan)(chan)能(neng)(neng)(neng)尚未飽(bao)和(he)的(de)(de)行(xing)(xing)業(ye),按(an)照國(guo)家布局和(he)審批備(bei)案(an)等要(yao)(yao)求,對(dui)標國(guo)際先(xian)進(jin)水(shui)(shui)平(ping)提高準入門檻(jian);對(dui)能(neng)(neng)(neng)耗(hao)量較大的(de)(de)新興(xing)產(chan)(chan)業(ye),支(zhi)持引導(dao)企業(ye)應(ying)用(yong)綠(lv)色低(di)碳技術,提高能(neng)(neng)(neng)效水(shui)(shui)平(ping)。深入挖(wa)潛(qian)存量項(xiang)目(mu)(mu)(mu),加(jia)快淘汰落后產(chan)(chan)能(neng)(neng)(neng),通(tong)過改(gai)造升級(ji)挖(wa)掘(jue)節(jie)能(neng)(neng)(neng)減排潛(qian)力(li)。強化常態化監(jian)管(guan),堅決拿下不符合要(yao)(yao)求的(de)(de)“兩高”項(xiang)目(mu)(mu)(mu)。
(四)城鄉建設碳達峰行動。
加快(kuai)推進城鄉(xiang)建設綠色低(di)碳(tan)發展,城市(shi)更新和鄉(xiang)村振(zhen)興都要(yao)落實綠色低(di)碳(tan)要(yao)求。
1.推進城鄉(xiang)建(jian)(jian)(jian)設(she)(she)(she)(she)(she)綠(lv)(lv)(lv)(lv)(lv)色(se)(se)低(di)碳(tan)轉型。推動城市組團式發展(zhan),科學確(que)定建(jian)(jian)(jian)設(she)(she)(she)(she)(she)規(gui)模,控制(zhi)新(xin)增(zeng)(zeng)建(jian)(jian)(jian)設(she)(she)(she)(she)(she)用地過(guo)快(kuai)增(zeng)(zeng)長(chang)。倡導綠(lv)(lv)(lv)(lv)(lv)色(se)(se)低(di)碳(tan)規(gui)劃設(she)(she)(she)(she)(she)計理(li)念,增(zeng)(zeng)強城鄉(xiang)氣候韌(ren)性(xing),建(jian)(jian)(jian)設(she)(she)(she)(she)(she)海綿城市。推廣綠(lv)(lv)(lv)(lv)(lv)色(se)(se)低(di)碳(tan)建(jian)(jian)(jian)材(cai)和綠(lv)(lv)(lv)(lv)(lv)色(se)(se)建(jian)(jian)(jian)造方式,加快(kuai)推進新(xin)型建(jian)(jian)(jian)筑(zhu)工業(ye)化,大力發展(zhan)裝配(pei)式建(jian)(jian)(jian)筑(zhu),推廣鋼結(jie)構(gou)住宅(zhai),推動建(jian)(jian)(jian)材(cai)循(xun)環利用,強化綠(lv)(lv)(lv)(lv)(lv)色(se)(se)設(she)(she)(she)(she)(she)計和綠(lv)(lv)(lv)(lv)(lv)色(se)(se)施工管(guan)理(li)。加強縣城綠(lv)(lv)(lv)(lv)(lv)色(se)(se)低(di)碳(tan)建(jian)(jian)(jian)設(she)(she)(she)(she)(she)。推動建(jian)(jian)(jian)立(li)以綠(lv)(lv)(lv)(lv)(lv)色(se)(se)低(di)碳(tan)為導向(xiang)的城鄉(xiang)規(gui)劃建(jian)(jian)(jian)設(she)(she)(she)(she)(she)管(guan)理(li)機制(zhi),制(zhi)定建(jian)(jian)(jian)筑(zhu)拆(chai)除管(guan)理(li)辦法,杜絕大拆(chai)大建(jian)(jian)(jian)。建(jian)(jian)(jian)設(she)(she)(she)(she)(she)綠(lv)(lv)(lv)(lv)(lv)色(se)(se)城鎮、綠(lv)(lv)(lv)(lv)(lv)色(se)(se)社區。
2.加(jia)(jia)快(kuai)提升建(jian)(jian)筑(zhu)(zhu)(zhu)(zhu)(zhu)能(neng)(neng)(neng)效水(shui)平(ping)。加(jia)(jia)快(kuai)更新建(jian)(jian)筑(zhu)(zhu)(zhu)(zhu)(zhu)節(jie)能(neng)(neng)(neng)、市(shi)政基礎設(she)施等標(biao)準,提高(gao)節(jie)能(neng)(neng)(neng)降(jiang)碳(tan)(tan)要求。加(jia)(jia)強適用于不同(tong)氣候區(qu)、不同(tong)建(jian)(jian)筑(zhu)(zhu)(zhu)(zhu)(zhu)類型的節(jie)能(neng)(neng)(neng)低碳(tan)(tan)技術研發(fa)和推(tui)(tui)(tui)廣(guang),推(tui)(tui)(tui)動超(chao)低能(neng)(neng)(neng)耗建(jian)(jian)筑(zhu)(zhu)(zhu)(zhu)(zhu)、低碳(tan)(tan)建(jian)(jian)筑(zhu)(zhu)(zhu)(zhu)(zhu)規(gui)模化(hua)發(fa)展。加(jia)(jia)快(kuai)推(tui)(tui)(tui)進居住建(jian)(jian)筑(zhu)(zhu)(zhu)(zhu)(zhu)和公(gong)共建(jian)(jian)筑(zhu)(zhu)(zhu)(zhu)(zhu)節(jie)能(neng)(neng)(neng)改造,持續推(tui)(tui)(tui)動老舊供(gong)(gong)熱(re)管(guan)網等市(shi)政基礎設(she)施節(jie)能(neng)(neng)(neng)降(jiang)碳(tan)(tan)改造。提升城鎮建(jian)(jian)筑(zhu)(zhu)(zhu)(zhu)(zhu)和基礎設(she)施運行管(guan)理智(zhi)能(neng)(neng)(neng)化(hua)水(shui)平(ping),加(jia)(jia)快(kuai)推(tui)(tui)(tui)廣(guang)供(gong)(gong)熱(re)計量收費(fei)和合(he)同(tong)能(neng)(neng)(neng)源管(guan)理,逐步開展公(gong)共建(jian)(jian)筑(zhu)(zhu)(zhu)(zhu)(zhu)能(neng)(neng)(neng)耗限額管(guan)理。到2025年,城鎮新建(jian)(jian)建(jian)(jian)筑(zhu)(zhu)(zhu)(zhu)(zhu)全面執行綠色建(jian)(jian)筑(zhu)(zhu)(zhu)(zhu)(zhu)標(biao)準。
3.加快優化(hua)(hua)(hua)建(jian)(jian)筑用(yong)能(neng)(neng)(neng)結構。深(shen)化(hua)(hua)(hua)可再生(sheng)能(neng)(neng)(neng)源建(jian)(jian)筑應(ying)用(yong),推廣光(guang)伏發電(dian)與建(jian)(jian)筑一(yi)體化(hua)(hua)(hua)應(ying)用(yong)。積極(ji)推動嚴(yan)寒(han)、寒(han)冷地區清潔取暖(nuan)(nuan)(nuan)(nuan)(nuan),推進熱(re)電(dian)聯產集中供暖(nuan)(nuan)(nuan)(nuan)(nuan),加快工業余熱(re)供暖(nuan)(nuan)(nuan)(nuan)(nuan)規模(mo)化(hua)(hua)(hua)應(ying)用(yong),積極(ji)穩妥開展核能(neng)(neng)(neng)供熱(re)示范,因(yin)地制宜推行熱(re)泵、生(sheng)物質能(neng)(neng)(neng)、地熱(re)能(neng)(neng)(neng)、太(tai)陽能(neng)(neng)(neng)等(deng)清潔低碳(tan)供暖(nuan)(nuan)(nuan)(nuan)(nuan)。引導夏(xia)熱(re)冬冷地區科學取暖(nuan)(nuan)(nuan)(nuan)(nuan),因(yin)地制宜采用(yong)清潔高效取暖(nuan)(nuan)(nuan)(nuan)(nuan)方式。提高建(jian)(jian)筑終端電(dian)氣(qi)化(hua)(hua)(hua)水平,建(jian)(jian)設(she)集光(guang)伏發電(dian)、儲能(neng)(neng)(neng)、直流配電(dian)、柔性用(yong)電(dian)于一(yi)體的“光(guang)儲直柔”建(jian)(jian)筑。到2025年,城鎮建(jian)(jian)筑可再生(sheng)能(neng)(neng)(neng)源替代率(lv)達(da)到8%,新建(jian)(jian)公共機構建(jian)(jian)筑、新建(jian)(jian)廠房(fang)屋頂光(guang)伏覆蓋率(lv)力爭達(da)到50%。

(五)交通(tong)運輸綠色低碳行動。
加快形(xing)成綠色低碳運(yun)輸方式,確保(bao)交(jiao)通(tong)運(yun)輸領域碳排放增長(chang)保(bao)持在合理區間。
1.推動(dong)運(yun)(yun)輸(shu)工具(ju)(ju)裝備(bei)低碳(tan)轉(zhuan)型。積(ji)極(ji)擴大電(dian)力(li)(li)、氫(qing)能(neng)(neng)、天然(ran)(ran)氣、先進(jin)生物液(ye)體燃料等新(xin)(xin)能(neng)(neng)源(yuan)(yuan)、清潔能(neng)(neng)源(yuan)(yuan)在(zai)交(jiao)(jiao)(jiao)通運(yun)(yun)輸(shu)領域應用。大力(li)(li)推廣新(xin)(xin)能(neng)(neng)源(yuan)(yuan)汽車(che),逐(zhu)步降(jiang)低傳統燃油(you)汽車(che)在(zai)新(xin)(xin)車(che)產銷和汽車(che)保有量中的(de)占比,推動(dong)城市(shi)公共服務車(che)輛電(dian)動(dong)化替代,推廣電(dian)力(li)(li)、氫(qing)燃料、液(ye)化天然(ran)(ran)氣動(dong)力(li)(li)重型貨(huo)運(yun)(yun)車(che)輛。提升鐵(tie)路系統電(dian)氣化水平(ping)。加快老舊船(chuan)舶(bo)更新(xin)(xin)改造(zao),發展電(dian)動(dong)、液(ye)化天然(ran)(ran)氣動(dong)力(li)(li)船(chuan)舶(bo),深入推進(jin)船(chuan)舶(bo)靠(kao)港使用岸電(dian),因地制(zhi)宜(yi)開展沿海、內河綠色智能(neng)(neng)船(chuan)舶(bo)示范應用。提升機(ji)場運(yun)(yun)行電(dian)動(dong)化智能(neng)(neng)化水平(ping),發展新(xin)(xin)能(neng)(neng)源(yuan)(yuan)航(hang)空器(qi)。到2030年(nian)(nian),當年(nian)(nian)新(xin)(xin)增新(xin)(xin)能(neng)(neng)源(yuan)(yuan)、清潔能(neng)(neng)源(yuan)(yuan)動(dong)力(li)(li)的(de)交(jiao)(jiao)(jiao)通工具(ju)(ju)比例達(da)到40%左右,營運(yun)(yun)交(jiao)(jiao)(jiao)通工具(ju)(ju)單(dan)位(wei)換算周(zhou)轉(zhuan)量碳(tan)排放強(qiang)度比2020年(nian)(nian)下(xia)降(jiang)9.5%左右,國(guo)家鐵(tie)路單(dan)位(wei)換算周(zhou)轉(zhuan)量綜合能(neng)(neng)耗(hao)比2020年(nian)(nian)下(xia)降(jiang)10%。陸(lu)路交(jiao)(jiao)(jiao)通運(yun)(yun)輸(shu)石油(you)消費力(li)(li)爭(zheng)2030年(nian)(nian)前達(da)到峰值。
2.構建(jian)綠色(se)高(gao)效交(jiao)通運輸體系。發展智能交(jiao)通,推動不(bu)同運輸方式合(he)(he)理(li)分工、有效銜(xian)接,降低(di)空載率和不(bu)合(he)(he)理(li)客貨(huo)運周轉(zhuan)量。大力發展以(yi)鐵路、水(shui)(shui)路為(wei)骨干的(de)多(duo)式聯運,推進工礦企(qi)(qi)業、港口(kou)、物(wu)(wu)流(liu)園區等鐵路專用線建(jian)設(she)(she),加(jia)快內河高(gao)等級航道網建(jian)設(she)(she),加(jia)快大宗貨(huo)物(wu)(wu)和中(zhong)長距離貨(huo)物(wu)(wu)運輸“公(gong)轉(zhuan)鐵”、“公(gong)轉(zhuan)水(shui)(shui)”。加(jia)快先(xian)進適用技術應用,提升民(min)航運行(xing)管理(li)效率,引導航空企(qi)(qi)業加(jia)強智慧運行(xing),實(shi)現系統化節能降碳。加(jia)快城鄉(xiang)物(wu)(wu)流(liu)配送體系建(jian)設(she)(she),創新綠色(se)低(di)碳、集約高(gao)效的(de)配送模(mo)式。打造高(gao)效銜(xian)接、快捷(jie)舒適的(de)公(gong)共交(jiao)通服(fu)務體系,積極引導公(gong)眾選擇綠色(se)低(di)碳交(jiao)通方式。“十(shi)四五”期間,集裝箱鐵水(shui)(shui)聯運量年均增長15%以(yi)上。到2030年,城區常住人口(kou)100萬以(yi)上的(de)城市綠色(se)出行(xing)比例不(bu)低(di)于70%。
3.加(jia)快綠色(se)交通(tong)(tong)基(ji)礎(chu)設(she)(she)施(shi)(shi)建(jian)設(she)(she)。將(jiang)綠色(se)低碳(tan)理念貫穿于(yu)交通(tong)(tong)基(ji)礎(chu)設(she)(she)施(shi)(shi)規劃、建(jian)設(she)(she)、運營(ying)和(he)維護(hu)全(quan)過程,降(jiang)低全(quan)生命周期能耗和(he)碳(tan)排放。開展交通(tong)(tong)基(ji)礎(chu)設(she)(she)施(shi)(shi)綠色(se)化提升(sheng)改造,統(tong)籌利(li)用(yong)綜合運輸(shu)通(tong)(tong)道線(xian)位、土(tu)地、空域等資源,加(jia)大岸線(xian)、錨地等資源整合力度,提高利(li)用(yong)效率。有序推進充(chong)電(dian)(dian)樁、配(pei)套(tao)電(dian)(dian)網、加(jia)注(氣)站、加(jia)氫(qing)站等基(ji)礎(chu)設(she)(she)施(shi)(shi)建(jian)設(she)(she),提升(sheng)城市公共交通(tong)(tong)基(ji)礎(chu)設(she)(she)施(shi)(shi)水平。到2030年(nian),民用(yong)運輸(shu)機場(chang)場(chang)內車輛裝(zhuang)備等力爭全(quan)面實現電(dian)(dian)動化。

抓住(zhu)資源(yuan)利(li)用這個(ge)源(yuan)頭(tou),大(da)力發展循環經濟,全面(mian)提高(gao)資源(yuan)利(li)用效率,充(chong)分發揮減(jian)少(shao)資源(yuan)消耗和(he)降碳的協同作(zuo)用。
1.推(tui)(tui)進(jin)產業(ye)(ye)園(yuan)區(qu)(qu)(qu)循環(huan)(huan)化(hua)(hua)發展(zhan)(zhan)。以(yi)提升資源(yuan)(yuan)產出率和循環(huan)(huan)利(li)(li)用(yong)(yong)率為目標(biao),優化(hua)(hua)園(yuan)區(qu)(qu)(qu)空間布(bu)局,開展(zhan)(zhan)園(yuan)區(qu)(qu)(qu)循環(huan)(huan)化(hua)(hua)改造。推(tui)(tui)動(dong)園(yuan)區(qu)(qu)(qu)企(qi)(qi)業(ye)(ye)循環(huan)(huan)式(shi)生產、產業(ye)(ye)循環(huan)(huan)式(shi)組合,組織(zhi)企(qi)(qi)業(ye)(ye)實(shi)施清(qing)潔生產改造,促進(jin)廢(fei)(fei)物(wu)綜合利(li)(li)用(yong)(yong)、能(neng)量(liang)梯級利(li)(li)用(yong)(yong)、水資源(yuan)(yuan)循環(huan)(huan)利(li)(li)用(yong)(yong),推(tui)(tui)進(jin)工(gong)業(ye)(ye)余(yu)壓余(yu)熱、廢(fei)(fei)氣廢(fei)(fei)液廢(fei)(fei)渣資源(yuan)(yuan)化(hua)(hua)利(li)(li)用(yong)(yong),積極推(tui)(tui)廣集(ji)中(zhong)供(gong)氣供(gong)熱。搭(da)建基(ji)礎設施和公共(gong)服(fu)務(wu)共(gong)享(xiang)平臺(tai),加強園(yuan)區(qu)(qu)(qu)物(wu)質(zhi)流管理。到(dao)2030年,省級以(yi)上重(zhong)點產業(ye)(ye)園(yuan)區(qu)(qu)(qu)全部實(shi)施循環(huan)(huan)化(hua)(hua)改造。
2.加(jia)強大宗固廢綜合(he)利(li)(li)用(yong)(yong)。提高礦產(chan)資源綜合(he)開發(fa)利(li)(li)用(yong)(yong)水平和綜合(he)利(li)(li)用(yong)(yong)率,以(yi)煤(mei)矸石(shi)、粉煤(mei)灰、尾礦、共(gong)伴生(sheng)(sheng)礦、冶煉渣、工業副(fu)產(chan)石(shi)膏(gao)、建筑垃圾(ji)、農作物秸(jie)稈等(deng)大宗固廢為(wei)重(zhong)點,支持大摻量、規模化(hua)、高值化(hua)利(li)(li)用(yong)(yong),鼓(gu)勵應用(yong)(yong)于替代原(yuan)生(sheng)(sheng)非金屬礦、砂石(shi)等(deng)資源。在確保安全環保前(qian)提下(xia),探索(suo)將(jiang)磷(lin)石(shi)膏(gao)應用(yong)(yong)于土壤改良、井下(xia)充填(tian)、路基修筑等(deng)。推動建筑垃圾(ji)資源化(hua)利(li)(li)用(yong)(yong),推廣廢棄路面材料(liao)原(yuan)地(di)再生(sheng)(sheng)利(li)(li)用(yong)(yong)。加(jia)快(kuai)推進秸(jie)稈高值化(hua)利(li)(li)用(yong)(yong),完善收儲運體系(xi),嚴格禁(jin)燒管(guan)控。加(jia)快(kuai)大宗固廢綜合(he)利(li)(li)用(yong)(yong)示范(fan)建設(she)。到(dao)2025年(nian)(nian),大宗固廢年(nian)(nian)利(li)(li)用(yong)(yong)量達到(dao)40億噸左右;到(dao)2030年(nian)(nian),年(nian)(nian)利(li)(li)用(yong)(yong)量達到(dao)45億噸左右。
3.健全資(zi)(zi)源(yuan)(yuan)循(xun)環(huan)利(li)用(yong)體(ti)系(xi)。完善廢(fei)(fei)(fei)舊物資(zi)(zi)回收網(wang)(wang)絡,推(tui)行(xing)“互聯(lian)網(wang)(wang) ”回收模(mo)式,實現(xian)再(zai)(zai)生資(zi)(zi)源(yuan)(yuan)應收盡收。加強再(zai)(zai)生資(zi)(zi)源(yuan)(yuan)綜合利(li)用(yong)行(xing)業規(gui)范管(guan)理,促(cu)(cu)進(jin)(jin)產(chan)業集聚發展。高(gao)水平建設現(xian)代化“城市礦產(chan)”基地,推(tui)動再(zai)(zai)生資(zi)(zi)源(yuan)(yuan)規(gui)范化、規(gui)模(mo)化、清潔化利(li)用(yong)。推(tui)進(jin)(jin)退役動力電池、光伏組(zu)件、風(feng)電機組(zu)葉片等新興產(chan)業廢(fei)(fei)(fei)物循(xun)環(huan)利(li)用(yong)。促(cu)(cu)進(jin)(jin)汽車零部件、工程機械、文辦設備等再(zai)(zai)制(zhi)造產(chan)業高(gao)質量(liang)發展。加強資(zi)(zi)源(yuan)(yuan)再(zai)(zai)生產(chan)品和(he)再(zai)(zai)制(zhi)造產(chan)品推(tui)廣(guang)應用(yong)。到(dao)2025年(nian),廢(fei)(fei)(fei)鋼鐵(tie)、廢(fei)(fei)(fei)銅、廢(fei)(fei)(fei)鋁、廢(fei)(fei)(fei)鉛(qian)、廢(fei)(fei)(fei)鋅(xin)、廢(fei)(fei)(fei)紙、廢(fei)(fei)(fei)塑料、廢(fei)(fei)(fei)橡膠、廢(fei)(fei)(fei)玻(bo)璃等9種主(zhu)要再(zai)(zai)生資(zi)(zi)源(yuan)(yuan)循(xun)環(huan)利(li)用(yong)量(liang)達到(dao)4.5億(yi)噸,到(dao)2030年(nian)達到(dao)5.1億(yi)噸。
4.大力推(tui)進生(sheng)活(huo)(huo)垃(la)(la)圾(ji)(ji)減量化(hua)資(zi)源(yuan)化(hua)。扎(zha)實(shi)推(tui)進生(sheng)活(huo)(huo)垃(la)(la)圾(ji)(ji)分(fen)類(lei)(lei)(lei)(lei),加快建立覆蓋全(quan)社(she)會(hui)的生(sheng)活(huo)(huo)垃(la)(la)圾(ji)(ji)收運處(chu)(chu)置體(ti)系,全(quan)面實(shi)現(xian)分(fen)類(lei)(lei)(lei)(lei)投(tou)放、分(fen)類(lei)(lei)(lei)(lei)收集、分(fen)類(lei)(lei)(lei)(lei)運輸、分(fen)類(lei)(lei)(lei)(lei)處(chu)(chu)理。加強塑料污染全(quan)鏈條治理,整治過(guo)度包裝,推(tui)動生(sheng)活(huo)(huo)垃(la)(la)圾(ji)(ji)源(yuan)頭減量。推(tui)進生(sheng)活(huo)(huo)垃(la)(la)圾(ji)(ji)焚燒處(chu)(chu)理,降低填埋(mai)比例(li)(li),探索適合我(wo)國廚余垃(la)(la)圾(ji)(ji)特(te)性的資(zi)源(yuan)化(hua)利用(yong)技術。推(tui)進污水資(zi)源(yuan)化(hua)利用(yong)。到2025年,城市生(sheng)活(huo)(huo)垃(la)(la)圾(ji)(ji)分(fen)類(lei)(lei)(lei)(lei)體(ti)系基本健全(quan),生(sheng)活(huo)(huo)垃(la)(la)圾(ji)(ji)資(zi)源(yuan)化(hua)利用(yong)比例(li)(li)提(ti)(ti)升至60%左右。到2030年,城市生(sheng)活(huo)(huo)垃(la)(la)圾(ji)(ji)分(fen)類(lei)(lei)(lei)(lei)實(shi)現(xian)全(quan)覆蓋,生(sheng)活(huo)(huo)垃(la)(la)圾(ji)(ji)資(zi)源(yuan)化(hua)利用(yong)比例(li)(li)提(ti)(ti)升至65%。
(七)綠色低碳科技創新行動。
發揮科(ke)技創新的支撐引領(ling)作用,完(wan)善(shan)科(ke)技創新體制機(ji)制,強(qiang)化創新能力,加快綠色低碳(tan)科(ke)技革命。
1.完善創(chuang)新(xin)體制機制。制定科(ke)技(ji)(ji)支撐(cheng)碳(tan)達(da)峰碳(tan)中和行動方(fang)案,在國(guo)(guo)家(jia)重(zhong)點研(yan)發計劃中設(she)立碳(tan)達(da)峰碳(tan)中和關(guan)鍵技(ji)(ji)術(shu)(shu)(shu)研(yan)究與示范等重(zhong)點專項,采取“揭榜掛帥”機制,開展低(di)(di)碳(tan)零碳(tan)負(fu)碳(tan)關(guan)鍵核(he)心技(ji)(ji)術(shu)(shu)(shu)攻關(guan)。將(jiang)綠(lv)(lv)色(se)(se)低(di)(di)碳(tan)技(ji)(ji)術(shu)(shu)(shu)創(chuang)新(xin)成(cheng)果(guo)納入高等學校、科(ke)研(yan)單位、國(guo)(guo)有(you)企業有(you)關(guan)績效考核(he)。強(qiang)化(hua)企業創(chuang)新(xin)主體地位,支持企業承擔國(guo)(guo)家(jia)綠(lv)(lv)色(se)(se)低(di)(di)碳(tan)重(zhong)大科(ke)技(ji)(ji)項目(mu),鼓勵(li)設(she)施、數據等資(zi)源開放共享。推進國(guo)(guo)家(jia)綠(lv)(lv)色(se)(se)技(ji)(ji)術(shu)(shu)(shu)交(jiao)易中心建設(she),加快創(chuang)新(xin)成(cheng)果(guo)轉化(hua)。加強(qiang)綠(lv)(lv)色(se)(se)低(di)(di)碳(tan)技(ji)(ji)術(shu)(shu)(shu)和產品知識產權保護。完善綠(lv)(lv)色(se)(se)低(di)(di)碳(tan)技(ji)(ji)術(shu)(shu)(shu)和產品檢測、評估、認證體系。
2.加(jia)強創(chuang)新(xin)能(neng)(neng)力建設和(he)(he)人才(cai)(cai)培養。組建碳(tan)達峰碳(tan)中和(he)(he)相關(guan)國(guo)家實驗(yan)室、國(guo)家重點實驗(yan)室和(he)(he)國(guo)家技(ji)術創(chuang)新(xin)中心,適度超前布(bu)局國(guo)家重大科(ke)技(ji)基礎設施,引導企(qi)業、高等(deng)學校(xiao)、科(ke)研(yan)單(dan)位共建一(yi)批(pi)(pi)(pi)國(guo)家綠(lv)色低碳(tan)產(chan)(chan)業創(chuang)新(xin)中心。創(chuang)新(xin)人才(cai)(cai)培養模式(shi),鼓勵高等(deng)學校(xiao)加(jia)快新(xin)能(neng)(neng)源、儲能(neng)(neng)、氫能(neng)(neng)、碳(tan)減排、碳(tan)匯(hui)、碳(tan)排放權(quan)交易等(deng)學科(ke)建設和(he)(he)人才(cai)(cai)培養,建設一(yi)批(pi)(pi)(pi)綠(lv)色低碳(tan)領域(yu)未(wei)來技(ji)術學院(yuan)、現代(dai)產(chan)(chan)業學院(yuan)和(he)(he)示范(fan)性能(neng)(neng)源學院(yuan)。深(shen)化產(chan)(chan)教融合(he),鼓勵校(xiao)企(qi)聯(lian)合(he)開展產(chan)(chan)學合(he)作協(xie)同(tong)育人項目,組建碳(tan)達峰碳(tan)中和(he)(he)產(chan)(chan)教融合(he)發展聯(lian)盟,建設一(yi)批(pi)(pi)(pi)國(guo)家儲能(neng)(neng)技(ji)術產(chan)(chan)教融合(he)創(chuang)新(xin)平臺(tai)。
3.強化(hua)(hua)應(ying)用基(ji)礎(chu)研究。實(shi)施(shi)一批具(ju)有前(qian)瞻性、戰略性的國家重大前(qian)沿(yan)科技(ji)(ji)項(xiang)目,推動低碳(tan)零碳(tan)負碳(tan)技(ji)(ji)術裝(zhuang)備(bei)研發取得(de)突破(po)性進展(zhan)。聚焦化(hua)(hua)石(shi)能(neng)(neng)源(yuan)綠色(se)智能(neng)(neng)開(kai)發和清(qing)潔低碳(tan)利用、可再生能(neng)(neng)源(yuan)大規模利用、新型電力(li)系統、節能(neng)(neng)、氫(qing)能(neng)(neng)、儲能(neng)(neng)、動力(li)電池、二(er)氧化(hua)(hua)碳(tan)捕集利用與(yu)封存等重點,深化(hua)(hua)應(ying)用基(ji)礎(chu)研究。積極(ji)研發先(xian)進核(he)電技(ji)(ji)術,加強可控核(he)聚變等前(qian)沿(yan)顛覆(fu)性技(ji)(ji)術研究。
4.加快先進(jin)適(shi)用技(ji)術(shu)(shu)研(yan)(yan)發(fa)和推廣應(ying)用。集中力(li)量(liang)開展復雜大電(dian)(dian)網安(an)全穩定(ding)運(yun)行(xing)和控制(zhi)、大容(rong)量(liang)風電(dian)(dian)、高(gao)效(xiao)光伏、大功率(lv)液化(hua)天(tian)然(ran)氣(qi)發(fa)動機、大容(rong)量(liang)儲能(neng)、低成(cheng)本(ben)(ben)可再生能(neng)源制(zhi)氫、低成(cheng)本(ben)(ben)二氧(yang)化(hua)碳捕(bu)集利用與(yu)封存(cun)等(deng)(deng)技(ji)術(shu)(shu)創新,加快碳纖維、氣(qi)凝膠、特種鋼材(cai)等(deng)(deng)基礎材(cai)料研(yan)(yan)發(fa),補齊關鍵(jian)零部件(jian)、元器件(jian)、軟件(jian)等(deng)(deng)短板。推廣先進(jin)成(cheng)熟綠(lv)色低碳技(ji)術(shu)(shu),開展示(shi)范應(ying)用。建設全流(liu)程(cheng)、集成(cheng)化(hua)、規模化(hua)二氧(yang)化(hua)碳捕(bu)集利用與(yu)封存(cun)示(shi)范項目。推進(jin)熔鹽儲能(neng)供熱和發(fa)電(dian)(dian)示(shi)范應(ying)用。加快氫能(neng)技(ji)術(shu)(shu)研(yan)(yan)發(fa)和示(shi)范應(ying)用,探(tan)索在工(gong)業(ye)、交通(tong)運(yun)輸、建筑等(deng)(deng)領域規模化(hua)應(ying)用。
(八)碳匯能力(li)鞏固提升行動。
堅持系(xi)統觀(guan)念,推(tui)進山水林田(tian)湖草沙一體(ti)化保護和修(xiu)復(fu),提(ti)高(gao)生態系(xi)統質(zhi)量(liang)和穩(wen)定性(xing),提(ti)升生態系(xi)統碳(tan)匯增(zeng)量(liang)。
1.鞏固生態系統(tong)固碳作用(yong)(yong)。結合國土空(kong)(kong)間(jian)規劃編制和實施,構建有(you)利于碳達峰、碳中(zhong)和的國土空(kong)(kong)間(jian)開(kai)發保護格局。嚴(yan)守生態保護紅線,嚴(yan)控生態空(kong)(kong)間(jian)占用(yong)(yong),建立(li)以國家公園為(wei)主體的自然保護地(di)體系,穩定現有(you)森林(lin)、草原(yuan)、濕(shi)地(di)、海洋、土壤、凍土、巖溶等(deng)固碳作用(yong)(yong)。嚴(yan)格執行土地(di)使用(yong)(yong)標準(zhun),加強節約集約用(yong)(yong)地(di)評價,推廣節地(di)技術和節地(di)模(mo)式。
2.提升生(sheng)(sheng)態(tai)系統(tong)(tong)碳(tan)匯能力。實施(shi)生(sheng)(sheng)態(tai)保(bao)(bao)護(hu)(hu)修(xiu)復(fu)重大工程(cheng)。深入推進大規模國(guo)土(tu)綠化行(xing)動,鞏固退(tui)耕還林(lin)(lin)還草(cao)(cao)成果(guo),擴大林(lin)(lin)草(cao)(cao)資源總量。強化森(sen)(sen)林(lin)(lin)資源保(bao)(bao)護(hu)(hu),實施(shi)森(sen)(sen)林(lin)(lin)質(zhi)量精準提升工程(cheng),提高森(sen)(sen)林(lin)(lin)質(zhi)量和穩(wen)定性(xing)。加強草(cao)(cao)原生(sheng)(sheng)態(tai)保(bao)(bao)護(hu)(hu)修(xiu)復(fu),提高草(cao)(cao)原綜合植被(bei)蓋度。加強河湖、濕地保(bao)(bao)護(hu)(hu)修(xiu)復(fu)。整體(ti)(ti)推進海洋(yang)生(sheng)(sheng)態(tai)系統(tong)(tong)保(bao)(bao)護(hu)(hu)和修(xiu)復(fu),提升紅樹林(lin)(lin)、海草(cao)(cao)床、鹽沼等固碳(tan)能力。加強退(tui)化土(tu)地修(xiu)復(fu)治(zhi)理,開展荒漠(mo)化、石漠(mo)化、水土(tu)流失綜合治(zhi)理,實施(shi)歷史遺留礦山(shan)生(sheng)(sheng)態(tai)修(xiu)復(fu)工程(cheng)。到2030年(nian),全國(guo)森(sen)(sen)林(lin)(lin)覆蓋率達(da)到25%左右,森(sen)(sen)林(lin)(lin)蓄積(ji)量達(da)到190億(yi)立(li)方米。
3.加強(qiang)生(sheng)(sheng)(sheng)態(tai)(tai)系(xi)(xi)統(tong)碳(tan)匯(hui)(hui)基礎支撐。依托和(he)拓展(zhan)自然資源調查監(jian)(jian)測(ce)體(ti)系(xi)(xi),利用(yong)好國家林草(cao)(cao)生(sheng)(sheng)(sheng)態(tai)(tai)綜合(he)監(jian)(jian)測(ce)評(ping)價成(cheng)果(guo),建立生(sheng)(sheng)(sheng)態(tai)(tai)系(xi)(xi)統(tong)碳(tan)匯(hui)(hui)監(jian)(jian)測(ce)核算體(ti)系(xi)(xi),開展(zhan)森林、草(cao)(cao)原(yuan)、濕地、海洋、土壤、凍土、巖溶等碳(tan)匯(hui)(hui)本(ben)底調查、碳(tan)儲(chu)量(liang)評(ping)估、潛力分析,實(shi)施生(sheng)(sheng)(sheng)態(tai)(tai)保護修復碳(tan)匯(hui)(hui)成(cheng)效監(jian)(jian)測(ce)評(ping)估。加強(qiang)陸(lu)地和(he)海洋生(sheng)(sheng)(sheng)態(tai)(tai)系(xi)(xi)統(tong)碳(tan)匯(hui)(hui)基礎理(li)論(lun)、基礎方法(fa)、前沿顛覆性技術研(yan)究(jiu)。建立健(jian)全能夠(gou)體(ti)現碳(tan)匯(hui)(hui)價值(zhi)的生(sheng)(sheng)(sheng)態(tai)(tai)保護補償(chang)機制,研(yan)究(jiu)制定碳(tan)匯(hui)(hui)項目參與全國碳(tan)排放權交易相關規(gui)則。
4.推進(jin)農(nong)(nong)(nong)(nong)(nong)業(ye)農(nong)(nong)(nong)(nong)(nong)村減(jian)排固碳。大力發展綠色低(di)碳循環農(nong)(nong)(nong)(nong)(nong)業(ye),推進(jin)農(nong)(nong)(nong)(nong)(nong)光互補、“光伏 設施農(nong)(nong)(nong)(nong)(nong)業(ye)”、“海上風(feng)電 海洋牧場”等低(di)碳農(nong)(nong)(nong)(nong)(nong)業(ye)模式。研(yan)發應用增匯型(xing)農(nong)(nong)(nong)(nong)(nong)業(ye)技術。開展耕地質量(liang)提升(sheng)行動(dong),實(shi)施國家黑(hei)土(tu)地保護(hu)工程,提升(sheng)土(tu)壤有機碳儲量(liang)。合理控制化(hua)肥、農(nong)(nong)(nong)(nong)(nong)藥、地膜(mo)使用量(liang),實(shi)施化(hua)肥農(nong)(nong)(nong)(nong)(nong)藥減(jian)量(liang)替(ti)代計劃,加強農(nong)(nong)(nong)(nong)(nong)作物(wu)秸稈綜合利用和畜禽(qin)糞(fen)污(wu)資源化(hua)利用。
(九)綠色低碳(tan)全民行動(dong)。
增強全民節約意(yi)識(shi)、環保意(yi)識(shi)、生(sheng)態意(yi)識(shi),倡導簡約適度、綠(lv)色(se)低碳、文明健康(kang)的生(sheng)活方式,把綠(lv)色(se)理念轉化(hua)為全體人民的自覺(jue)行動。
1.加(jia)強(qiang)生(sheng)(sheng)態(tai)(tai)文明(ming)宣傳(chuan)教(jiao)育(yu)(yu)。將(jiang)生(sheng)(sheng)態(tai)(tai)文明(ming)教(jiao)育(yu)(yu)納(na)入國(guo)民教(jiao)育(yu)(yu)體(ti)系,開展(zhan)多種形(xing)式的資源環(huan)境國(guo)情教(jiao)育(yu)(yu),普及碳達峰、碳中(zhong)和基礎知識(shi)(shi)。加(jia)強(qiang)對公(gong)眾(zhong)的生(sheng)(sheng)態(tai)(tai)文明(ming)科普教(jiao)育(yu)(yu),將(jiang)綠色低碳理念(nian)有機融入文藝作品(pin)(pin),制作文創產品(pin)(pin)和公(gong)益(yi)廣告,持續開展(zhan)世(shi)界(jie)地球(qiu)日、世(shi)界(jie)環(huan)境日、全國(guo)節能宣傳(chuan)周、全國(guo)低碳日等主題宣傳(chuan)活動(dong),增(zeng)強(qiang)社會公(gong)眾(zhong)綠色低碳意識(shi)(shi),推動(dong)生(sheng)(sheng)態(tai)(tai)文明(ming)理念(nian)更(geng)加(jia)深入人心。
2.推(tui)廣綠色(se)低(di)碳(tan)生活方式。堅(jian)決(jue)遏(e)制(zhi)奢侈浪(lang)費和不合理消(xiao)費,著力(li)破除奢靡鋪張的歪風陋(lou)習(xi),堅(jian)決(jue)制(zhi)止餐飲浪(lang)費行為(wei)。在(zai)全(quan)社(she)會倡導節約用能(neng),開展綠色(se)低(di)碳(tan)社(she)會行動(dong)示范(fan)創建(jian),深入推(tui)進(jin)綠色(se)生活創建(jian)行動(dong),評選宣傳(chuan)一批(pi)優秀示范(fan)典(dian)型,營造綠色(se)低(di)碳(tan)生活新風尚。大(da)力(li)發展綠色(se)消(xiao)費,推(tui)廣綠色(se)低(di)碳(tan)產(chan)品(pin),完(wan)善綠色(se)產(chan)品(pin)認(ren)證(zheng)與標識制(zhi)度。提升(sheng)綠色(se)產(chan)品(pin)在(zai)政府采(cai)購中的比(bi)例(li)。
3.引(yin)導(dao)企業履(lv)(lv)行社會責(ze)任。引(yin)導(dao)企業主(zhu)動適(shi)應(ying)綠(lv)色(se)低碳(tan)(tan)發(fa)展要(yao)求,強(qiang)化環境責(ze)任意識(shi),加強(qiang)能(neng)源資源節(jie)約,提升綠(lv)色(se)創新水平。重點(dian)領(ling)域國有(you)企業特別是中央企業要(yao)制定(ding)實施企業碳(tan)(tan)達峰(feng)行動方(fang)案(an),發(fa)揮(hui)示范引(yin)領(ling)作(zuo)用(yong)。重點(dian)用(yong)能(neng)單位(wei)要(yao)梳理核算自身碳(tan)(tan)排放(fang)情況,深入研究碳(tan)(tan)減(jian)排路徑,“一(yi)企一(yi)策”制定(ding)專(zhuan)項工(gong)作(zuo)方(fang)案(an),推進(jin)節(jie)能(neng)降碳(tan)(tan)。相關上市(shi)公司(si)和發(fa)債企業要(yao)按照環境信(xin)息依法披露(lu)要(yao)求,定(ding)期公布企業碳(tan)(tan)排放(fang)信(xin)息。充分發(fa)揮(hui)行業協會等社會團體作(zuo)用(yong),督促企業自覺履(lv)(lv)行社會責(ze)任。
4.強化領(ling)導(dao)干(gan)部(bu)培(pei)(pei)(pei)訓。將學習貫徹習近平生態文明思(si)想作(zuo)為干(gan)部(bu)教育培(pei)(pei)(pei)訓的重要內(nei)容(rong),各級黨校(行(xing)政學院)要把碳(tan)達峰、碳(tan)中和相(xiang)關內(nei)容(rong)列入教學計劃(hua),分(fen)階(jie)段、多層(ceng)次對各級領(ling)導(dao)干(gan)部(bu)開展(zhan)培(pei)(pei)(pei)訓,普及科學知識(shi),宣講政策(ce)要點,強化法治意識(shi),深化各級領(ling)導(dao)干(gan)部(bu)對碳(tan)達峰、碳(tan)中和工作(zuo)重要性(xing)、緊迫性(xing)、科學性(xing)、系統性(xing)的認識(shi)。從事(shi)綠色低碳(tan)發展(zhan)相(xiang)關工作(zuo)的領(ling)導(dao)干(gan)部(bu)要盡(jin)快提(ti)升專業(ye)素養和業(ye)務能力,切實(shi)增強推動綠色低碳(tan)發展(zhan)的本領(ling)。
(十(shi))各(ge)地區梯次(ci)有序碳達(da)峰行動。
各地(di)區(qu)要(yao)準(zhun)確把握自(zi)身發(fa)展定位,結合本地(di)區(qu)經濟(ji)社會發(fa)展實(shi)際和(he)資源環境稟賦,堅持分類施(shi)策(ce)、因地(di)制宜、上下(xia)聯動,梯次有序(xu)推進碳達(da)峰。
1.科(ke)學(xue)合理確(que)定(ding)(ding)有序(xu)達(da)峰目(mu)標(biao)。碳(tan)(tan)排放已經(jing)基本穩定(ding)(ding)的(de)地區(qu)要鞏(gong)固減排成果,在(zai)率先(xian)(xian)實現碳(tan)(tan)達(da)峰的(de)基礎(chu)上進(jin)一(yi)步(bu)降(jiang)低(di)(di)碳(tan)(tan)排放。產業結(jie)(jie)構(gou)(gou)(gou)較輕、能源(yuan)(yuan)結(jie)(jie)構(gou)(gou)(gou)較優的(de)地區(qu)要堅(jian)持(chi)綠色低(di)(di)碳(tan)(tan)發展,堅(jian)決不走依靠“兩高”項目(mu)拉動經(jing)濟(ji)增長(chang)(chang)的(de)老路,力(li)爭率先(xian)(xian)實現碳(tan)(tan)達(da)峰。產業結(jie)(jie)構(gou)(gou)(gou)偏重、能源(yuan)(yuan)結(jie)(jie)構(gou)(gou)(gou)偏煤的(de)地區(qu)和資源(yuan)(yuan)型地區(qu)要把節能降(jiang)碳(tan)(tan)擺在(zai)突出位置,大力(li)優化(hua)調(diao)整產業結(jie)(jie)構(gou)(gou)(gou)和能源(yuan)(yuan)結(jie)(jie)構(gou)(gou)(gou),逐步(bu)實現碳(tan)(tan)排放增長(chang)(chang)與經(jing)濟(ji)增長(chang)(chang)脫鉤(gou),力(li)爭與全國同步(bu)實現碳(tan)(tan)達(da)峰。
2.因地制宜(yi)推進(jin)綠(lv)色低碳(tan)發(fa)展(zhan)(zhan)。各(ge)地區(qu)(qu)(qu)(qu)(qu)要(yao)(yao)(yao)(yao)結合區(qu)(qu)(qu)(qu)(qu)域重大戰略(lve)、區(qu)(qu)(qu)(qu)(qu)域協調(diao)發(fa)展(zhan)(zhan)戰略(lve)和(he)主體功(gong)能區(qu)(qu)(qu)(qu)(qu)戰略(lve),從實(shi)際出發(fa)推進(jin)本地區(qu)(qu)(qu)(qu)(qu)綠(lv)色低碳(tan)發(fa)展(zhan)(zhan)。京津冀、長(chang)三角、粵(yue)港澳大灣區(qu)(qu)(qu)(qu)(qu)等區(qu)(qu)(qu)(qu)(qu)域要(yao)(yao)(yao)(yao)發(fa)揮(hui)高質量發(fa)展(zhan)(zhan)動力源(yuan)(yuan)和(he)增長(chang)極作用,率(lv)先推動經濟社(she)會發(fa)展(zhan)(zhan)全面綠(lv)色轉型(xing)。長(chang)江經濟帶、黃河流域和(he)國(guo)家生態(tai)文明試驗區(qu)(qu)(qu)(qu)(qu)要(yao)(yao)(yao)(yao)嚴格落實(shi)生態(tai)優先、綠(lv)色發(fa)展(zhan)(zhan)戰略(lve)導向(xiang)(xiang),在綠(lv)色低碳(tan)發(fa)展(zhan)(zhan)方面走(zou)在全國(guo)前列(lie)。中(zhong)西部(bu)和(he)東(dong)北地區(qu)(qu)(qu)(qu)(qu)要(yao)(yao)(yao)(yao)著力優化能源(yuan)(yuan)結構(gou),按照產業政策和(he)能耗(hao)雙控要(yao)(yao)(yao)(yao)求,有序推動高耗(hao)能行業向(xiang)(xiang)清潔(jie)能源(yuan)(yuan)優勢地區(qu)(qu)(qu)(qu)(qu)集中(zhong),積極培(pei)育綠(lv)色發(fa)展(zhan)(zhan)動能。
3.上(shang)下聯(lian)動制定地方達(da)峰方案(an)(an)。各(ge)省、自治區、直(zhi)轄市(shi)人民(min)政府要按(an)照國家總體部署,結合本(ben)地區資源環境稟賦(fu)、產業布局、發(fa)展階段等(deng),堅持全國一(yi)盤棋,不搶跑,科學(xue)制定本(ben)地區碳(tan)(tan)達(da)峰行動方案(an)(an),提出(chu)符合實際、切(qie)實可行的(de)碳(tan)(tan)達(da)峰時間表、路線圖、施(shi)(shi)工圖,避免“一(yi)刀(dao)切(qie)”限電限產或運動式“減碳(tan)(tan)”。各(ge)地區碳(tan)(tan)達(da)峰行動方案(an)(an)經碳(tan)(tan)達(da)峰碳(tan)(tan)中和工作(zuo)領(ling)導(dao)小組綜合平衡、審核通過后(hou),由地方自行印(yin)發(fa)實施(shi)(shi)。
4.組織開(kai)展碳達峰(feng)試點(dian)建設。加大(da)中央對地方(fang)推進碳達峰(feng)的支(zhi)持力度(du),選擇100個具有典型(xing)代表性的城市和園區開(kai)展碳達峰(feng)試點(dian)建設,在政策(ce)、資(zi)金、技術等(deng)方(fang)面對試點(dian)城市和園區給予支(zhi)持,加快(kuai)實現(xian)綠色(se)低碳轉型(xing),為全國提供可操作、可復(fu)制、可推廣的經(jing)驗做法。
四、國際合作

(二(er))健全(quan)法(fa)律法(fa)規(gui)標(biao)(biao)(biao)(biao)準(zhun)(zhun)(zhun)。構建(jian)有利于綠色低碳發展的法(fa)律體(ti)系(xi),推動能(neng)(neng)源法(fa)、節(jie)約能(neng)(neng)源法(fa)、電力法(fa)、煤炭法(fa)、可(ke)再(zai)(zai)生(sheng)能(neng)(neng)源法(fa)、循(xun)環經濟促進法(fa)、清潔生(sheng)產促進法(fa)等(deng)制(zhi)定(ding)修(xiu)(xiu)訂。加快節(jie)能(neng)(neng)標(biao)(biao)(biao)(biao)準(zhun)(zhun)(zhun)更新,修(xiu)(xiu)訂一(yi)批能(neng)(neng)耗限額(e)、產品設備能(neng)(neng)效(xiao)強制(zhi)性國家標(biao)(biao)(biao)(biao)準(zhun)(zhun)(zhun)和工程建(jian)設標(biao)(biao)(biao)(biao)準(zhun)(zhun)(zhun),提高節(jie)能(neng)(neng)降(jiang)碳要求。健全(quan)可(ke)再(zai)(zai)生(sheng)能(neng)(neng)源標(biao)(biao)(biao)(biao)準(zhun)(zhun)(zhun)體(ti)系(xi),加快相(xiang)關領域標(biao)(biao)(biao)(biao)準(zhun)(zhun)(zhun)制(zhi)定(ding)修(xiu)(xiu)訂。建(jian)立健全(quan)氫制(zhi)、儲、輸、用標(biao)(biao)(biao)(biao)準(zhun)(zhun)(zhun)。完善(shan)工業綠色低碳標(biao)(biao)(biao)(biao)準(zhun)(zhun)(zhun)體(ti)系(xi)。建(jian)立重(zhong)點企(qi)業碳排放核算、報(bao)告、核查(cha)等(deng)標(biao)(biao)(biao)(biao)準(zhun)(zhun)(zhun),探索建(jian)立重(zhong)點產品全(quan)生(sheng)命周期碳足跡(ji)標(biao)(biao)(biao)(biao)準(zhun)(zhun)(zhun)。積(ji)極參與國際能(neng)(neng)效(xiao)、低碳等(deng)標(biao)(biao)(biao)(biao)準(zhun)(zhun)(zhun)制(zhi)定(ding)修(xiu)(xiu)訂,加強國際標(biao)(biao)(biao)(biao)準(zhun)(zhun)(zhun)協調(diao)。
(三(san))完(wan)(wan)善(shan)(shan)經濟政(zheng)策(ce)(ce)(ce)。各級人民政(zheng)府要加大對碳(tan)(tan)達峰(feng)(feng)、碳(tan)(tan)中(zhong)和(he)工(gong)作(zuo)的支持(chi)(chi)力度(du)。建立(li)(li)健(jian)全有利于綠(lv)(lv)(lv)(lv)色(se)(se)(se)低(di)碳(tan)(tan)發展的稅(shui)收政(zheng)策(ce)(ce)(ce)體系,落實和(he)完(wan)(wan)善(shan)(shan)節能(neng)節水、資(zi)(zi)源綜合利用等(deng)稅(shui)收優惠(hui)政(zheng)策(ce)(ce)(ce),更(geng)好發揮(hui)稅(shui)收對市場(chang)(chang)主(zhu)體綠(lv)(lv)(lv)(lv)色(se)(se)(se)低(di)碳(tan)(tan)發展的促進作(zuo)用。完(wan)(wan)善(shan)(shan)綠(lv)(lv)(lv)(lv)色(se)(se)(se)電(dian)價(jia)(jia)政(zheng)策(ce)(ce)(ce),健(jian)全居(ju)民階梯(ti)電(dian)價(jia)(jia)制(zhi)度(du)和(he)分時電(dian)價(jia)(jia)政(zheng)策(ce)(ce)(ce),探(tan)索建立(li)(li)分時電(dian)價(jia)(jia)動(dong)態調(diao)整機(ji)制(zhi)。完(wan)(wan)善(shan)(shan)綠(lv)(lv)(lv)(lv)色(se)(se)(se)金(jin)(jin)(jin)融評價(jia)(jia)機(ji)制(zhi),建立(li)(li)健(jian)全綠(lv)(lv)(lv)(lv)色(se)(se)(se)金(jin)(jin)(jin)融標(biao)準體系。大力發展綠(lv)(lv)(lv)(lv)色(se)(se)(se)貸款、綠(lv)(lv)(lv)(lv)色(se)(se)(se)股權(quan)、綠(lv)(lv)(lv)(lv)色(se)(se)(se)債券、綠(lv)(lv)(lv)(lv)色(se)(se)(se)保險、綠(lv)(lv)(lv)(lv)色(se)(se)(se)基(ji)(ji)金(jin)(jin)(jin)等(deng)金(jin)(jin)(jin)融工(gong)具,設(she)立(li)(li)碳(tan)(tan)減(jian)排支持(chi)(chi)工(gong)具,引導金(jin)(jin)(jin)融機(ji)構(gou)為(wei)綠(lv)(lv)(lv)(lv)色(se)(se)(se)低(di)碳(tan)(tan)項(xiang)目提(ti)供長(chang)期限、低(di)成(cheng)本資(zi)(zi)金(jin)(jin)(jin),鼓勵開(kai)發性政(zheng)策(ce)(ce)(ce)性金(jin)(jin)(jin)融機(ji)構(gou)按(an)照市場(chang)(chang)化(hua)(hua)法治化(hua)(hua)原則為(wei)碳(tan)(tan)達峰(feng)(feng)行動(dong)提(ti)供長(chang)期穩定(ding)融資(zi)(zi)支持(chi)(chi)。拓(tuo)展綠(lv)(lv)(lv)(lv)色(se)(se)(se)債券市場(chang)(chang)的深度(du)和(he)廣度(du),支持(chi)(chi)符合條件的綠(lv)(lv)(lv)(lv)色(se)(se)(se)企業(ye)上市融資(zi)(zi)、掛牌融資(zi)(zi)和(he)再融資(zi)(zi)。研(yan)究設(she)立(li)(li)國家低(di)碳(tan)(tan)轉型(xing)(xing)基(ji)(ji)金(jin)(jin)(jin),支持(chi)(chi)傳統(tong)產(chan)業(ye)和(he)資(zi)(zi)源富集地區綠(lv)(lv)(lv)(lv)色(se)(se)(se)轉型(xing)(xing)。鼓勵社會資(zi)(zi)本以市場(chang)(chang)化(hua)(hua)方式設(she)立(li)(li)綠(lv)(lv)(lv)(lv)色(se)(se)(se)低(di)碳(tan)(tan)產(chan)業(ye)投資(zi)(zi)基(ji)(ji)金(jin)(jin)(jin)。
(四)建立健(jian)全市(shi)(shi)場(chang)(chang)化機制(zhi)(zhi)。發(fa)揮全國(guo)(guo)碳排放權(quan)交(jiao)(jiao)易市(shi)(shi)場(chang)(chang)作用(yong),進一步完善配套制(zhi)(zhi)度(du)(du)(du),逐步擴(kuo)大交(jiao)(jiao)易行業范(fan)圍。建設全國(guo)(guo)用(yong)能權(quan)交(jiao)(jiao)易市(shi)(shi)場(chang)(chang),完善用(yong)能權(quan)有(you)償使用(yong)和交(jiao)(jiao)易制(zhi)(zhi)度(du)(du)(du),做好與(yu)能耗雙(shuang)控制(zhi)(zhi)度(du)(du)(du)的(de)銜接(jie)。統籌推進碳排放權(quan)、用(yong)能權(quan)、電力交(jiao)(jiao)易等市(shi)(shi)場(chang)(chang)建設,加(jia)強市(shi)(shi)場(chang)(chang)機制(zhi)(zhi)間(jian)的(de)銜接(jie)與(yu)協調(diao),將碳排放權(quan)、用(yong)能權(quan)交(jiao)(jiao)易納入公共資(zi)源(yuan)交(jiao)(jiao)易平臺。積極(ji)推行合(he)同能源(yuan)管理,推廣(guang)節能咨詢(xun)、診(zhen)斷、設計、融(rong)資(zi)、改造、托管等“一站式”綜合(he)服務模式。
六、組(zu)織實施
(一)加強(qiang)統(tong)籌協調(diao)(diao)。加強(qiang)黨中(zhong)(zhong)央(yang)對碳(tan)達(da)峰(feng)、碳(tan)中(zhong)(zhong)和(he)工作的(de)集中(zhong)(zhong)統(tong)一領(ling)導,碳(tan)達(da)峰(feng)碳(tan)中(zhong)(zhong)和(he)工作領(ling)導小(xiao)組對碳(tan)達(da)峰(feng)相(xiang)關工作進行整體部署(shu)和(he)系統(tong)推進,統(tong)籌研(yan)究重(zhong)(zhong)(zhong)要事項(xiang)、制定重(zhong)(zhong)(zhong)大(da)政策(ce)。碳(tan)達(da)峰(feng)碳(tan)中(zhong)(zhong)和(he)工作領(ling)導小(xiao)組成員單位要按照黨中(zhong)(zhong)央(yang)、國務院決策(ce)部署(shu)和(he)領(ling)導小(xiao)組工作要求(qiu),扎實推進相(xiang)關工作。碳(tan)達(da)峰(feng)碳(tan)中(zhong)(zhong)和(he)工作領(ling)導小(xiao)組辦公室要加強(qiang)統(tong)籌協調(diao)(diao),定期對各(ge)地區和(he)重(zhong)(zhong)(zhong)點(dian)(dian)領(ling)域、重(zhong)(zhong)(zhong)點(dian)(dian)行業(ye)工作進展情況(kuang)進行調(diao)(diao)度,科學提出碳(tan)達(da)峰(feng)分步(bu)驟(zou)的(de)時(shi)間表、路(lu)線圖,督促將各(ge)項(xiang)目(mu)標任務落實落細(xi)。
(二(er))強化(hua)責任(ren)落實(shi)。各地區各有(you)關部門要(yao)深(shen)刻認(ren)識碳(tan)(tan)(tan)(tan)達(da)峰(feng)、碳(tan)(tan)(tan)(tan)中(zhong)和(he)工作的重要(yao)性、緊(jin)迫(po)性、復雜性,切(qie)實(shi)扛起(qi)責任(ren),按照《中(zhong)共(gong)中(zhong)央國(guo)務(wu)院(yuan)關于完整準確全面(mian)貫(guan)徹新發(fa)展(zhan)理(li)念(nian)做好碳(tan)(tan)(tan)(tan)達(da)峰(feng)碳(tan)(tan)(tan)(tan)中(zhong)和(he)工作的意見》和(he)本方案確定(ding)的主(zhu)要(yao)目(mu)標(biao)和(he)重點任(ren)務(wu),著力抓(zhua)好各項任(ren)務(wu)落實(shi),確保政策到位(wei)、措(cuo)施到位(wei)、成效(xiao)到位(wei),落實(shi)情況納入(ru)中(zhong)央和(he)省級生態環境保護督察(cha)。各相(xiang)關單位(wei)、人民團體、社會組織(zhi)要(yao)按照國(guo)家有(you)關部署,積極發(fa)揮自身作用,推(tui)進綠色(se)低碳(tan)(tan)(tan)(tan)發(fa)展(zhan)。
(三)嚴(yan)格監督考核(he)(he)。實(shi)(shi)施以碳(tan)(tan)(tan)強(qiang)度控(kong)制(zhi)為主、碳(tan)(tan)(tan)排(pai)放(fang)總(zong)量控(kong)制(zhi)為輔的制(zhi)度,對能源消費和(he)碳(tan)(tan)(tan)排(pai)放(fang)指標(biao)實(shi)(shi)行(xing)協同(tong)管理、協同(tong)分解、協同(tong)考核(he)(he),逐步建(jian)立系統完善的碳(tan)(tan)(tan)達(da)(da)峰(feng)碳(tan)(tan)(tan)中和(he)綜合評價考核(he)(he)制(zhi)度。加強(qiang)監督考核(he)(he)結果應(ying)用(yong),對碳(tan)(tan)(tan)達(da)(da)峰(feng)工作成(cheng)效突出的地(di)區、單位和(he)個人(ren)按(an)規定給予表彰獎勵,對未完成(cheng)目標(biao)任務的地(di)區、部門(men)依(yi)規依(yi)法(fa)實(shi)(shi)行(xing)通報(bao)批評和(he)約(yue)談(tan)問責(ze)。各省、自治區、直轄市(shi)人(ren)民政(zheng)府(fu)要(yao)組(zu)織開展碳(tan)(tan)(tan)達(da)(da)峰(feng)目標(biao)任務年度評估,有(you)關工作進展和(he)重大問題要(yao)及(ji)時向(xiang)碳(tan)(tan)(tan)達(da)(da)峰(feng)碳(tan)(tan)(tan)中和(he)工作領導小組(zu)報(bao)告。
